SEPARATE SEALED BIDS FOR: WASTEWATER COLLECTION SYSTEM REHABILITATION PHASE 5A

Will be received by Oliver Township Municipal Authority on its own behalf until 9:00 A.M., prevailing time, Thursday, May 26, 2022. Bids shall be submitted electronically through PennBid (www.pennbid.net) or, if by paper, in separate, sealed envelopes including one (1) original plus three (3) copies, to the office of Glace Associates, Inc., 3705 Trindle Road, Camp Hill, PA 17011, at which time and place bids will be publicly opened and read aloud.

Bids will be publicly announced at the Authority’s regular meeting on Thursday, May 26, 2022, at 6:30 P.M., prevailing time.

The Specifications and Drawings are available online at no cost at www.PennBid.net. Hard copies are available for purchase by contacting the office of the Engineer – Glace Associates, Inc., 3705 Trindle Rd., Camp Hill, PA 17011 for a non-refundable fee of $100.00 plus shipping.

The apparent low bidder will submit one (1) original and three (3) copies of the Bid Documents to the engineer upon notification of the Bid Award.

Without intending to limit or restrict the volume of Work required, the project includes but is not limited to the following: Sanitary sewer rehabilitation including cleaning and televising.

A pre-bid conference will be held at 1:00 P.M. on Tuesday, May 17, 2022, at the Oliver Township Municipal Office located at 615 South 3rd Street, Newport, PA. 17074. Attendance at the pre-bid conference is highly encouraged.

No bid will be considered unless it is accompanied by a certified check or Bid Bond in an amount equal to ten percent (10%) of the total bid. The Bid Security shall be made payable to Oliver Township Municipal Authority. All Bid Bonds must be accompanied by a Power of Attorney or suitable letter of commitment from a licensed surety company as described in the Instructions to Bidders and Specifications. The Bidder shall include the fully completed Non-Collusion Affidavit with the Bid.

In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.

The Oliver Township Municipal Authority is utilizing federal funds for this project and Perry County has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations.

As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid.

Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000, the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or AD - 2 Z:\Oliver Township Municipal Authority (251)\2512201 - WW Collection System Rehabilitation Phase 5A\Spefications\Front End\Originals\4.0 INVITATION FOR BIDS (Dual Method).doc more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. The Oliver Township Municipal Authority, in accordance with Perry County Commissioners’ Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. DavisBacon and Related Acts apply to this Project.

DAVIS-BACON WAGES: Attention is called to the fact that payment of Davis-Bacon wages will be required on this project and the required wages have been included in the documents.

Except as permitted by law, the Owner shall Award the Contract to the Lowest Responsible Bidder or reject all Bids within sixty (60) days from the date of Bid opening; and no bidder may withdraw his Bid before the expiration of such 60-day period; provided however that if the Award is delayed by the required approval of another Government agency, the sale of bonds, the award of a grant or grants, the Owner shall reject all Bids or Award the Contract to the Lowest Responsible Bidder within one hundred twenty (120) days from the date of Bid opening, and no bidder may withdraw his Bid prior to the expiration of such 120-day period. Thirty (30) day extensions of the date for the Award may be made by the mutual written consent of the owner and the Lowest Responsible Bidder.

The Oliver Township Municipal Authority reserves the right to reject any or all bids, or portion thereof, and to waive any informalities and to accept any bid that it may deem to be in the best interest of the Authority.
