  • No faxed or emailed submissions accepted


Project Overview

  • Funded by a Community Development Block Grant (CDBG)

  • Purpose: Mitigate stormwater issues on Pottsville Street and restore roadway

  • Scope includes:

    • 2 new box inlets

    • 18" corrugated plastic piping

    • 4" rolled curb on both sides

    • Milling and resurfacing with base and wearing courses

    • Re-grading for proper drainage


Engineer Responsibilities

  • Full design and documentation

  • All necessary permits (excluding surveys/environmental/historic reviews)

  • Bidding coordination and contract administration

  • Pre- and post-construction meetings

  • Site visits and final inspection

  • “As Built” drawings (1 hard copy + 1 digital)

  • Adherence to PA Prevailing Wage Rates


Required Meetings

  1. Kick-off

  2. Two development meetings

  3. Final design approval/ad readiness

  4. Preconstruction coordination

  5. Optional pre-bid meeting

  6. Bid opening and award recommendation

  7. Preconstruction conference

Indicate any additional meetings and associated costs on the estimate form.


Bidding & Contract Coordination

  • Prepare and distribute bid documents (up to 10 sets)

  • Manage ad placements (ad costs reimbursed by Borough)

  • Provide bid tabulation, award recommendation, contract execution support

  • Issue:

    • Notice of Intent to Award

    • Notice to Proceed

    • Final completion documents


Construction Supervision

  • Minimum 2 site visits + final inspection

  • Monitor conformance, review submittals, disapprove non-compliant work

  • Review and approve payment requests

  • Serve as Borough’s site representative

  • Frequency of visits must be estimated in quotation based on projected timeline
    (Costs will not be adjusted if duration changes)


Deliverables

  • Project design and construction documents

  • Cost estimates at preliminary and final stages

  • Project design timeline with milestones

  • List of subconsultants (if applicable)

  • Final “As Built” drawings (physical + digital)


Terms of Payment

  • Lump sum contract (includes all services and reimbursables)

  • Monthly billing based on percentage completed

  • Payment contingent on DCED disbursement


Compliance Requirements

MBE/WBE Participation Goals

  • MBE: 5%

  • WBE: 3%
    (for projects with CDBG/ESG/HOME funds)

Section 3 Participation (24 CFR Part 75)

  • Applies only to construction contracts over $200,000

  • Engineer should support client’s compliance with:

    • 25% of labor hours = Section 3 workers

    • 5% of labor hours = Targeted Section 3 workers

    • Professional services labor hours may count but must be reported separately


Evaluation Criteria

Quotations will be scored on:

  1. Responsiveness to RFQ

  2. Relevant experience and past performance

  3. Quality of previous work

  4. Resources and track record of timely completion

  5. Cost

  6. Commitment to MBE/WBE participation


Required Documentation

  • Completed Standard Engineering Estimate

  • Minimum of two (2) references (similar projects, last 3 years)

  • MBE/WBE Certification (if applicable)

  • Solicitation & Commitment Statement

  • Professional Liability Insurance coverage limits
