Request for Quotations: McAlisterville Area Joint Authority (MAJA) Water Storage Tank and Well Development Phase 1

This Notice is serving as a Request for Quotations for the McAlisterville Area Joint Authority (MAJA) Water Storage Tank and Well Development Phase 1 – pilot well drilling project in Juniata County. 

The work comprises of the drilling of a pilot well with the purpose of obtaining a well that will, in its final stages, be for public use and will meet the standards of all municipal, state, and federal regulations and all appurtenances for a complete job and in accordance with the PennDOT Pub. 408 and manufacturer’s recommendations. THE SITE REQUIRES USE OF A TRACK MOUNTED DRILLING RIG. The work to be constructed is located along Dunn Valley Road in Fayette Township, Juniata County. The Contractor will be responsible for obtaining and paying for any required permits from Fayette Township. 

The Davis Bacon and Related Acts prevailing wage rates apply to this project.  The Quotation shall include the fully completed Non-Collusion Affidavit. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. MAJA is utilizing federal funds for this project and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. The Contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 goal is 25% for Section 3 laborers, and 5% for Targeted Section 3 laborers. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. 

Performance and Payment Bonds are also applicable and must be at 100% of Quotation.  

Quotations will be accepted by email until 4:00 PM, December 6, 2024.
