MBE/WBE Solicitation for Town of Bloomsburg House Raising at 334 East 9th Street

NOTICE IS HEREBY GIVEN that the Town of Bloomsburg is accepting bids for the Raising of a Dwelling at 334 East 9th Street, FMA – Swift Current Initiative – Elevation Project on PennBID or in person at the office of the Owner, Town of Bloomsburg, 301 East 2nd Street, Bloomsburg, PA 17815 until 11:00 A.M. local time on August 8, 2024, at which time they will be publicly opened and read aloud. Hardcopies of the bids shall be submitted in sealed envelopes marked on the outside “Sealed Bid for Raising of a Dwelling at 334 East 9th Street, FMA – Swift Current Initiative – Elevation Project”. A pre-bid walk through is scheduled for 10:00 A.M. on August 1, 2024 at 334 East 9th Street, Bloomsburg, PA 17815. The Work comprises the raising of a dwelling by lifting the dwelling onto cribbing, removal of existing foundation, exterior steps, decking, ramps and concrete block chimney, as well at interior steps to the basement and dispose of at an approved dump site, jack up dwelling unto cribbing, construct footers so bottom is at a minimum of 42” below finish grade and concrete block foundation walls so first floor elevation will be at an elevation of 486.0’, meeting the 500 year flood elevation, install new concrete slab floor, with flood vents and existing door, reset dwelling onto new foundation, relocate existing electrical panel at least 2’ above first floor elevation (488.0’ or higher), reconnect existing utilities, repair/replace the section of roof and wall where chimney was removed with like materials, such as plywood, insulation, rolled roofing, vinyl siding, gutters, downspouts, facia and soffit, construct ingress/egress on front and side of dwelling, including steps, ramps and decking as well as interior steps to basement, grade and seed all disturbed areas, install carbon monoxide detectors outside of bedrooms and all appurtenances for a complete job in accordance with the Contract Documents. Each Bid shall be accompanied by a certified check, cashier's check, negotiable U. S. Government Bonds (at par value) or approved Bid Bond in the amount of 10 percent of the total Bid Price, payable to the Town of Bloomsburg, as a guarantee that the Bidder, if its Bid is accepted, shall promptly obtain the required Bonds and Insurance and shall prepare the required submittal documents and execute the Agreement. All Bids shall remain irrevocable for a period of 60 calendar days from the date of Bid opening, or as allowed by law. Bids may be held by the Town of Bloomsburg for up to 60 days from the date of opening for the purpose of reviewing the Bids and investigating the qualifications of bidders prior to awarding the contract. Bids shall be submitted upon forms furnished by the Town of Bloomsburg. This project has been financed in part by federal funding from the Department of Homeland Security, Federal Emergency Management Agency under the Federal Fiscal Year 2023 Flood Mitigation Assistance – Swift Current grant program, acting through the Pennsylvania Emergency Management Agency and the Town of Bloomsburg. The Town of Bloomsburg is utilizing federal funds for this project, and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138 and 12432. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the Bid. Moreover, the Contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must also establish a 6.9% goal for female participation and a 1.0% goal for minority participation in his aggregate on-site construction workforce for Contracts in excess of $10,000. MBE/WBE business concerns shall be afforded full opportunity to Bid without discrimination. The Contractor shall follow the Build America, Buy America Act located under Appendix H of the Contract Documents. The Town of Bloomsburg reserves the right to award to the most responsible Bidder and reject any part of, and/or all Bids as it may best serve the interest of the Owner. The Town of Bloomsburg reserves the right to reject any or all Bids, to waive any irregularities, and to negotiate contract amounts. Prevailing Wage Rates are required to be paid per State and Federal Regulations.
