INVITATION FOR BIDS - Williamsport Municipal Water Authority

The Williamsport Municipal Water Authority will receive sealed bids containing one (1) original and two (2) copies for Water Main Replacement and New PRV Vault work at the Authority Office located at 253 West Fourth Street, Williamsport, PA 17701 and online via PennBid at www.pennbid.net until 2:00 PM on Thursday March 13th, 2025, at which time and place, all sealed bids containing one (1) original and two (2) copies will be publicly opened, and all online bids posted via PennBid.

The project is located within the Borough of Duboistown and the City of Williamsport, Lycoming County, Pennsylvania and generally consists of replacement and upgrade of existing water mains with approximately 320 linear feet of 30-inch ductile iron pipe, 470 linear feet of 24-inch ductile iron pipe, 305 linear feet of 6-inch ductile iron pipe, water services with meter pits, addition of 3 fire hydrants, construction of a vault for two 12-inch pressure reducing valves and other appurtenances and other
work as specified and indicated on the Construction Drawings. This project is being supported in part, by federal award number SLFRP2851 awarded to Lycoming County by the U.S. Department of the
Treasury.

Separate bids will be received for Contract No. 1 – General Construction; Contract No. 2 – Electrical Construction. Bids shall be a unit price basis for Contract No. 1 and a lump sum basis for Contract No. 2. Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. It is the responsibility of any person or organization interested in a hard copy of the Bidding Documents to pay all costs associated with printing. Contact the Engineer, Larson Design Group, 1000 Commerce Park Drive, Suite 201, Williamsport, PA 17701, (570) 323-6603 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including
addenda, if any, obtained from sources other than the designated website.

A certified check or bank draft payable to the order of Williamsport Municipal Water Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.

Bids may be held by the Williamsport Municipal Water Authority for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Williamsport Municipal Water Authority reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. Pennsylvania Prevailing Wage applies to this Project.
