Invitation for Bids - IFB Montour County Food Pantry RAB & Bay Doors

Montour County will receive sealed bids from bona fide bidders until 1:00PM prevailing time Tuesday, 09 August
2022 at the Commissioner’s Office located on the first floor of the Montour County Administrative Building
located at 435 East Front Street, Danville, PA 17821 for the construction of the “Montour Food Pantry RAB for
Removal of Architectural Barriers and Montour Food Pantry Distribution Center for Installation of Bay Doors”
Public bid opening will follow. Bids for the following prime construction contractors shall be accepted:

1. General Construction
Bid envelope shall be sealed and clearly marked ‘Bid For: Montour Food Pantry RAB for Removal of
Architectural Barriers and Montour Food Pantry Distribution Center for Installation of Bay Doors’ submitted
with due date and time. Bids will be opened publicly and read aloud at 1:15 pm.

Bona fide contract bidders may obtain Bidding Documents after 10:00AM Tuesday, 12 July 2022 by contacting
LeFevre Wilk Architects LLC, 7 East Pine Street, Selinsgrove, PA, 17870. Only complete sets of documents will be
issued. Addendums, if any, will be issued to registered bidders only.

1. Non-Refundable Deposit: $50.00 per Flashdrive (electronic documents).

2. Printed copies of the Bidding Documents are only available upon special request* by depositing a
non-refundable deposit of $225.00 made payable to LeFevre Wilk Architects, LLC at 7 East Pine
Street, Selinsgrove, PA 17870 for each set.*Special requests for printed documents require an additional 5-7 business days to have available
in our office for pickup. Please consider this additional time before submitting special request.

Bid security shall be: A certified check or bank draft payable to the order of Montour County, or a satisfactory Bid
Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the
bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with
the bid.

The successful bidder will be required to furnish and pay for a Performance Bond and Labor & Material Payment
Bond, each in the amount of one-hundred percent of the Base Bid. The cost of these bonds shall be included as
part of the base bid price. No individual sureties will be allowed. Surety must be licensed to do business in the
Commonwealth of Pennsylvania.

A prebid conference for all bidders will be held at the Project Site (435 East Front Street, Danville, PA 17821) on
Tuesday, 19 July 2022 at 2:30PM. Attendance is mandatory, as this will be the only time the project site is
available for visitation.

In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the
CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in
his/her aggregate on-site construction workforce for contracts in excess of $10,000.

Montour County is utilizing federal funds for this project, and has adopted a Minority and Women Business
Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action
Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit
documentary evidence of minority and women business enterprises and Section 3 business concerns who have
been contacted and to whom commitments have been made. Documentation of such solicitations and
commitments shall be submitted with the bid.

Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of
$25,000 or more. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR
must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours
worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the
total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. Montour County, in accordance with its Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project.

Bids may be held by Montour County for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Montour County reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
