Williamsport Sanitary Authority (Owner) is requesting Bids for the construction of the following Project:
Williamsport Industrial Corridor Utility Modernization Project
Contract 2025-02: General Construction
Bids for the construction of the Project will be received until February 13, 2025 at 1:00 PM local time. At that time the Bids received will be publicly opened online as well as read aloud at the office of Herbert, Rowland & Grubic, Inc. (HRG), 776 Bull Run Crossing, Suite 200, Lewisburg, PA 17837.
The Project includes the following Work:
Installation of cured-in-place pipe lining within existing sanitary sewer gravity mains along Reach Road and the surrounding area.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
For Bidders without access to PennBid, Bidding Documents can be purchased for a cost of $225 through HRG. Prospective Bidders may examine Bidding Documents at HRG, 776 Bull Run Crossing, Suite 200, Lewisburg, PA 17837, by scheduled appointment. Acceptance of hard-copy Bids will be accommodated in accordance with the Instructions to Bidders.
This project is being supported in part by federal award number SLFRP2851, awarded to Lycoming County by the Appalachian Regional Commission, administered by the Commonwealth of Pennsylvania, Department of Community and Economic Development and financed in part by funds from the U.S. Department of the Treasury.
Instructions to Bidders
Each bidder will submit one (1) original bid as well as two (2) additional copies.
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.
