ADVERTISEMENT FOR BIDS - Donegal Township
Donegal Township Board of Supervisors (Owner) is requesting Bids for the construction of the following projects:
Contract No. 2024-01 - General
Contract No. 2024-02 - Electrical
Contract No. 2024-03 - Collection System
Contract No. 2024-04 – General & Collection System
Contract No. 2024-05 – General, Collection System, & Electrical
Contract No. 2024-06 – General & Electrical
Sealed bids for the construction of the above listed contracts will be received at the Donegal Township office located at 137 Hoffers Lane, Jones Mills, Pennsylvania 15646, until 10:00 A.M. local time on April 18, 2025. At that time, the Bids received will be publicly opened and read.
The Project, which is located in Donegal Township, Westmoreland County, PA consists of six (6) Contracts that include, but are not limited to, the following Work respectively:
Contract 2024-01- General: This contract generally includes the construction of a sequencing batch reactor wastewater treatment plant including all site work, building and tank construction, operating equipment installation, pump installation, process piping, general construction, and all associated work. Work shall also include the development of a new permanent access road to the proposed construction site.
Contract 2024-02 - Electrical: This contract generally includes the connection of electrical service to the proposed facility and the connecting of all electrically operated process equipment.
Contract 2024-03 - Collection System: This contract generally includes the construction of gravity sanitary sewers by horizontal directional drilling and open cut installation, gravity sanitary sewer appurtenances, and related work.
Contract 2024-04 – General & Collection System: This contract is a combination of Contract 2024-01 and Contract 2024-03. In order to qualify for this contract, the potential bidder must bid on both construction contracts.
Contact 2024-05 – General, Collection System, & Electrical Bid: This contract is a combination of Contract 2024-01, Contract No. 2024-02, and Contract No. 2024-03. In order to qualify for this contract, the potential bidder must bid on all three (3) construction contracts.
Contract 2024-06 – General & Electrical Bid: This contract is a combination of Contract 2024-01 and Contract 2024-02. In order to qualify for this contract, the potential bidder must bid on both construction contracts.
The Issuing Office for the Bidding Documents is: The EADS Group, Inc., 450 Aberdeen Drive, Somerset, PA 15501. Prospective Bidders may obtain or examine the Bidding Documents for each contract at the Issuing Office on Monday through Friday between the hours of 8:00 A.M. – 4:30 P.M by appointment only. Partial sets of Bidding Documents will not be available from the Issuing Office. Bidders must obtain bidding documents from the Issuing Office to be eligible to bid. All Contracts are included in one set of bidding documents.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by in-person pick-up at the hours indicated above, or mail-delivery upon confirmation of payment. The non-refundable cost of printed Bidding Documents is $500.00 (fee includes 6% Pennsylvania sales tax), plus the cost for shipping, if applicable. Checks shall be payable to “The EADS Group, Inc.”. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt.
Electronic versions of the Bidding Documents are available for the non-refundable fee of $25.00 (fee includes 6% Pennsylvania sales tax). To access the electronic version, the Bidder must have a valid email address and internet connection. Upon confirmation of payment, a website link and access credentials will be emailed to the Bidder to access the Bidding Documents.
Funding for this project is being provided in part by local funds, a grant under the Coronavirus Local Fiscal Recovery Fund from the County Commissioners of Westmoreland County through the U.S. Department of Treasury, two grants from the Commonwealth of PA, Commonwealth Financing Authority, the Environmental Protection Agency (EPA) Community Grant FY24, and the Pennsylvania Infrastructure Investment Authority (PENNVEST). The funding contains federally funded EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
The Build America, Buy America Act (BABAA), also known as the Infrastructure Investment and Jobs Act (P.L. 117-58) requirements applies to this project. This Act requires that all iron and steel products, all manufactured products, and all construction materials used in the project are produced and manufactured in the United States.
The Consolidated Appropriations Act of 2014 (P.L. 113-76) includes an “American Iron and Steel (AIS)” requirement also applies to this project. All iron and steel products used in this project must be produced in the United States. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the “Steel Procurement Act”).
Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.
Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their bid a completed Statement of Bidders Qualifications and Equipment List in the forms prescribed in the Contract Documents.
Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond and a Labor and Material Payment Bond to the Owner, in the form contained in the Contract Documents and executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount.
Not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this
project in accordance with the provisions of the U.S. Department of Labor, Wage, and Hour Division under the Davis-Bacon and related Acts.
A pre-bid conference will be held on Tuesday, April 1, 2025 at 10 AM at the Township Office at 137 Hoffers Lane, Jones Mills, Pennsylvania 15646. Attendance at the pre-bid conference(s) is encouraged but not required. A site visit will occur after the meeting if requested.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work.
