The Asbury Foundation is soliciting sealed bids for the Albright LIFE – Exterior Renovations Project.

Bid Submission Details

  • Bid Opening: Bids will be publicly read aloud at the time of submission deadline.

Project Overview

The project includes:

  • Removal of the existing stucco finish on the building exterior.

  • Installation of a new metal panel system.

Bonding Requirements

  • Bid Security: A cashier’s check or bidder’s bond (10% of total bid amount) payable to The Asbury Foundation must accompany each bid.

  • Performance & Payment Bonds: Each for 100% of the contract price.

  • Maintenance Bond: Covers defects in material and workmanship for one calendar year post-approval.

Wage & Labor Standards

This is a Prevailing Wage Project subject to:

  • Davis-Bacon Wage Rates

  • Federal Labor Standards Provisions

All questions must be submitted through the Larson Design Group bidding website.

General Provisions

  • The Foundation may interpret unclear proposals in the most advantageous manner or reject them.

  • The Foundation reserves the right to reject any or all bids and to waive irregularities.

  • Bids are binding for 90 days from the opening date.

Federal Compliance & Participation Goals

This project is federally funded and adheres to the following:

Equal Employment & Labor Participation Goals:

  • Female participation: 6.9%

  • Minority participation: 1%
    (Applicable to contracts exceeding $10,000)

MBE/WBE & Section 3 Requirements:

  • MBE goal: 5%

  • WBE goal: 3%
    (Applicable to contracts of $25,000 or more)

  • HUD/CDBG Funding Over $200,000:

    • 25% of total labor hours: Section 3 workers

    • 5% of total labor hours: Targeted Section 3 workers

Bidders must submit documentation of all MBE/WBE and Section 3 business contacts and commitments.
Bid preference may be provided to qualified Section 3 business concerns.

Davis-Bacon and Related Acts apply.

Bid Holding Period

Bids may be held for up to 60 days post-opening for review and evaluation.
