Project Description
Herndon Borough will use CDBG funds to mitigate stormwater issues and rehabilitate Pottsville Street.
Planned Improvements:

2 new box inlets with 18" plastic corrugated pipe
-
4" rolled curbs on both sides
-
Milling and paving with base and wearing courses, sloped for proper drainage
-
Extend roadway life at least 7 years
The Engineer will provide design, permitting, specifications, bidding support, construction oversight, and project close-out. Federal Wage Rates apply.
Engineer Responsibilities

Full design drawings/specifications
-
Identify options for modifying existing systems
-
Provide preliminary and final opinions of probable construction costs
-
Include all required permits and fees in quotation (surveys/environmental/historic reviews excluded)

Attend required meetings:

Kick-off + 2 development meetings
-
Final design approval/ad readiness
-
Pre-bid (optional)

Bid opening (prepare tabulation)

Award recommendation
-
Preconstruction conference
-

Provide project design schedule with milestones
Bidding & Contract Coordination

Prepare contract documents, bid forms, and compliance documents

Distribute up to 10 bid packages

Manage bid advertisements (ad costs reimbursed by Borough)

Oversee award process: notices, agreements, start, completion, close-out
Construction Supervision

At least 2 site visits + final inspection

Monitor quality and compliance; disapprove deficient work

Review/approve submittals and payment requests

Provide âAs Builtâ drawings (1 hard copy + 1 digital)
Payment Terms

Lump sum contract (all reimbursables included)

Monthly billing by percent complete

Participation Goals
