Project Description

Herndon Borough will use CDBG funds to mitigate stormwater issues and rehabilitate Pottsville Street.

Planned Improvements:

  • 2 new box inlets with 18" plastic corrugated pipe

  • 4" rolled curbs on both sides

  • Milling and paving with base and wearing courses, sloped for proper drainage

  • Extend roadway life at least 7 years

The Engineer will provide design, permitting, specifications, bidding support, construction oversight, and project close-out. Federal Wage Rates apply.


Engineer Responsibilities

  • Full design drawings/specifications

  • Identify options for modifying existing systems

  • Provide preliminary and final opinions of probable construction costs

  • Include all required permits and fees in quotation (surveys/environmental/historic reviews excluded)

  • Attend required meetings:

    • Kick-off + 2 development meetings

    • Final design approval/ad readiness

    • Pre-bid (optional)

    • Bid opening (prepare tabulation)

    • Award recommendation

    • Preconstruction conference

  • Provide project design schedule with milestones


Bidding & Contract Coordination

  • Prepare contract documents, bid forms, and compliance documents

  • Distribute up to 10 bid packages

  • Manage bid advertisements (ad costs reimbursed by Borough)

  • Oversee award process: notices, agreements, start, completion, close-out


Construction Supervision

  • At least 2 site visits + final inspection

  • Monitor quality and compliance; disapprove deficient work

  • Review/approve submittals and payment requests

  • Provide “As Built” drawings (1 hard copy + 1 digital)


Payment Terms

  • Lump sum contract (all reimbursables included)

  • Monthly billing by percent complete

  • Payment contingent on DCED reimbursement


Participation Goals

  • MBE: 5%

  • WBE: 3%

  • Section 3 (24 CFR Part 75): For federal funding > $200,000

    • 25% labor hours = Section 3 workers

    • 5% labor hours = Targeted Section 3 workers

  • Section 3 does not apply to professional services, but support is expected


Evaluation Criteria

  1. Responsiveness to RFQ

  2. Relevant experience/past performance

  3. Quality of previous work

  4. Resources and record of timely delivery

  5. Cost

  6. Commitment to MBE/WBE participation


Required Submissions

  • Completed Standard Engineering Estimate Form

  • Minimum of 2 project references (last 3 years)

  • MBE/WBE certification (if applicable)

  • Solicitation & Commitment Statement

  • Professional Liability Insurance coverage limits


Reservation of Rights

Herndon Borough may reject any or all quotations, waive irregularities, or negotiate terms.
