Overview

Austin Borough is requesting quotes through the PA COSTARS program for the design, fabrication, furnishing, and testing of:

  • One (1) complete 45 kW (53 kVA) propane-fueled generator package

  • One (1) automatic transfer switch

Quotes made outside of the COSTARS program will not be accepted. Quotes must include the vendor’s COSTARS Contract/Vendor number.

Project Scope

The proposal covers:

Generator Package

  • 45 kW propane-fueled engine with weatherproof outdoor enclosure

  • 240V, 3-phase, 60 Hz, high-leg delta system

  • NFPA 110 Level 1 compliance

  • Solid-state voltage regulator, brushless excitation

  • Load testing and startup included

  • Stainless steel handrails, exhaust muffler, vibration isolation base

  • Local and remote annunciator panels, control systems, battery charger, and emergency stop

  • One output breaker with ground fault protection

Automatic Transfer Switch

  • 200 amp, 240V, 3-phase, outdoor Type 3R

  • Open transition (break-before-make), microprocessor-controlled

  • UL 1008 and UL 1066 compliance


Work Provided by Others (Not to be Quoted)

  • Equipment receiving, unloading, and installation

  • Construction of foundation anchors

  • Generator/transfer switch installation

  • All external wiring and cabling


Submittals Required

  • Compliance statement with deviations clearly listed

  • Technical brochures, outline drawings, shop and certified drawings

  • Generator performance data and wiring diagrams

  • Emissions test reports, ISO 9001 certification, parts availability


Other Requirements

  • Minimum one-day site inspection by Owner

  • Startup testing and operator training

  • Factory and on-site testing

  • One-year minimum warranty from startup (include options for 2- and 4-year extensions)

  • Service contract option to be included

  • Six copies of O&M manuals required


Installation & Operating Conditions

  • Designed for both continuous operation and long periods of inactivity

  • Must meet all local, state, and federal codes including NFPA 70, 110, 37

  • Must function under Austin Borough’s environmental conditions
