McAlisterville Pilot Well Project Rebid

NOTICE IS HEREBY GIVEN that the McAlisterville Area Joint Authority (MAJA) is accepting sealed bids for the McAlisterville Pilot Well Project Rebid online via PennBid or at the office of the Engineer, 2701 Columbia Boulevard, Bloomsburg, PA 17815, until 11:00 A.M. local time on October 22, 2024, at which time they will be publicly opened. The envelope enclosing the hardcopy of the Bid (one (1) original and two (2) copies) shall be sealed and addressed to the Owner, and shall be delivered or mailed to Peters Consultants, Inc., attn.: Ms. Angie Slusser, 2701 Columbia Boulevard, Bloomsburg, PA 17815. The Work comprises the drilling of a pilot well with the purpose of obtaining a well that will, in its final stages, be for public use and will meet the standards of all municipal, state and federal regulations and all appurtenances for a complete job and in accordance with the PennDOT Pub 408 and manufacturer’s recommendations and these Contract Documents. THE CONTRACTOR MUSTACCESS THE SITE WITH A TRUCK MOUNTED DRILLING RIG AND TIMBER MATS OR A TRACK PROPELLED DRILLING RIG. The Work to be constructed is located along Dunn Valley Road in Fayette Township, Juniata County. The Contractor will be responsible for obtaining and paying for any required permits from Fayette Township. Each Bid shall be accompanied by a certified check, cashier’s check, negotiable U.S. Government Bonds (at par value) or approved Bid Bond in the amount of 10 percent of the total Bid Price, payable to the McAlisterville Area Joint Authority, as a guarantee that the Bidder, if its Bid is accepted, will promptly obtain the required Bonds and Insurance, prepare the required submittal documents and execute the Agreement. All Bids shall remain irrevocable for a period of 60 calendar days from the date of Bid opening, or as allowed by law. Pennsylvania Prevailing Wage Rates apply to this project. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. MAJA is utilizing federal funds for this project, and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. The Contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 goal is 25% for Section 3 laborers, and 5% for Targeted Section 3 laborers. For projects which the amount of HUD or CDBG funding exceeds $200,000 the CONTRACTOR must attempt to meet the minimum numerical goals of which 25% or more of the total number of labor hours worked by all workers on a Section 3 project are Section 3 workers, per 24 CFR Part 75.19; and 5% or more of the total number of labor hours worked by all workers on a Section 3 project are Targeted Section 3 workers, as defined in 24 CFR Part 75.21. MAJA reserves the right to award to the most responsible Bidder on Bid Schedule and reject any part of and/or all Bids as it may best serve the interest of the Owner. MAJA reserves the right to accept the bid for one or both addressable structures, to reject any or all Bids, to waive any irregularities, or to negotiate the Contract amounts.
