Project Scope

  • Removal of designated existing sidewalk and curb areas

  • Installation of approximately 24 new ADA-compliant concrete curb ramps with detectable warning surfaces

  • Associated work includes:

    • Site clearing

    • Traffic control

    • Pavement restoration

    • Lawn restoration

Pre-Bid Meeting

  • Time: 10:00 AM

  • Location: Sullivan County Courthouse, 245 Muncy Street, Laporte, PA 18626

  • Attendance is recommended but not mandatory

  • Project site is open for inspection at any time

Bid Security & Bonds

  • Bid Security: 10% of bid (certified check, cashier’s check, or bid bond)

  • Upon Award:

    • Performance Bond: 100% of contract price

    • Payment Bond: 100% of contract price

  • Non-Collusion Affidavit must be submitted with bid

Experience Requirements

  • PennDOT prequalification not required

  • Proof of prior relevant experience may be requested

Labor & Compliance Requirements

  • Equal Employment:

    • 6.9% female participation goal

    • 1% minority participation goal

  • MBE/WBE & Section 3 Requirements:

    • MBE goal: 5%

    • WBE goal: 3% (for contracts ≥ $25,000)

    • Section 3 labor goals (if HUD/CDBG funding > $200,000):

      • 25% of labor hours: Section 3 workers

      • 5% of labor hours: Targeted Section 3 workers

    • Documentation of solicitations and commitments must be included with bid

    • Section 3 businesses may receive bid preference

  • Other Requirements:

    • Buy America, Build America Act certification required

    • Davis-Bacon wage rates apply

Reservation of Rights

Sullivan County may:

  • Hold bids for up to 60 days after opening for review

  • Reject any or all bids

  • Waive irregularities

  • Negotiate contract amounts
